Job Description:

Parsons is looking for an amazingly talented CTO Operations and Change Director to join our team! In this role you will be the regional leader, provides direction and management for regional service leads for regional leads for PMC, Commercial/Procurement, Program Controls, Quality and Learning & Development. Key responsibilities for this role are focused on People, Process and Technology, from strategy, through planning, development, implementation, and benefits realization.

What You'll Be Doing:

  • Coordinates all services for optimum efficiency and effectiveness of both day-to-day operations and for CTO reporting purposes (including MMR).

  • Represent Parsons as an internationally recognized SME, including major Client and industry presentations and events as required, impact and thought leadership required.

  • Support the services in planning and development of improvements across all sectors and work closely with the CTO to address all forward planning requirements, plus corporate targets, challenges and opportunities cascaded to the EMEA Business Unit (BU).

  • Develop and lead a multi-stage integration strategy and plan for all CTO initiatives.

  • Ongoing development of the EMEA CTO Change Initiatives program, ensuring consistent development strategy, through deployment and implementation across the EMEA region.

  • Lead integration of all services in future planning and development of initiatives across all services and sectors, working closely with the CTO to address all forward planning requirements, plus corporate targets, challenges, and opportunities cascaded to the EMEA Business Unit (BU).

  • Key point of contact and Subject Matter Expert (SME) for a complete integration program of all initiatives across all CTO service lines, including EDT, Innovation, Program Controls, PMC, Quality & Design Studio.

  • Manages and supports the Regional Service Leads to develop budgets, schedules, and plans for the various service lines.  Ensure that the Services meet or exceed the agreed goals. 

  • To be the regional point of contact for all change and initiative strategy, planning, and implementation across EMEA. Responsible for reputation management and leadership.

  • Be aware (number and capability) of the staff in region that align with all initiatives – this includes support an employee matrix mapping where required.

  • Support regional mobility of high potential staff across EMEA in support of key initiatives.

  • Support the Sectors Leads in developing the change strategy and initiatives in their Geography.

  • Support all corporate or other initiatives as required by the CTO.

  • Be a technical leader and mentor where appropriate.

  • Promotes Service line excellence in the region through application of Parsons processes.

  • Monitors and reports on the progress of all Service line activity within EMEA, including significant milestones, and any conditions which would affect effective and efficient delivery. 

  • Drive integration and support service leads in the development of design and delivery process / procedure improvement and standardization across the region, including all CTO services.

  • Look at continual improvement of our processes and procedures associated with EMEA.

  • Ensure seamless integration of EMEA initiatives and processes with all elements, combining the adoption of new technology, innovation, and alternative delivery approaches.

  • Ensure that the technical teams in all geographical locations are aware of the current associated technologies for both operations and change initiatives.

  • Promote current and future technological trends within the complete EMEA remit, with an emphasis on integration and benefits realization.

  • Identify internal innovation and prompt the inclusion of these in daily activities to drive continual improvements in efficiency and profitability. Aware and prompt Parsons Technologies and from wider industry trends and best practice.

  • Provide leadership for initiatives and integration applicable to the advancement of EMEA.

  • Assist the Sectors in improving the project delivery of the existing projects by ensuring the People, process and technology reflect Parsons Best practice and that benefits are realized.

  • Conduct regular reviews of efficiency and effectiveness of initiatives in the field. Ensuring that benefits are realized, and that the enhanced processes are embedded in the DNA of the project.

  • Act as the internal Company SME representative with the client and select subcontractors assisting the Business development team in securing the larger further contracts within the region by advanced illustration of benefits realization.

What Required Skills You'll Bring:

  • A 4-year degree in Engineering or related technical/business field

  • 25+ years of related work experience is required. Incumbent should have a broad general technical and business background, as well as previous very significant project management experience on similar or related large-scope project types.

  • Proven international and regional experience of major corporate or change initiatives and/or internal/external programs within EMEA and beyond, with project experience of a range of different projects and the history of running a portfolio of projects and/or change programs.

  • Experience of management of complex change projects is essential.

  • Experience of multiple different firms and the ability to bring industry ‘best practice’ essential.

  • Proven ability to perform in a management capacity in both major programs and international operations environments, in either internal or external change management leadership.

  • Demonstrable thorough knowledge of industry practices and regulations is also required.

  • Knowledge of current technology and how it can be effectively utilized is essential.

  • Excellent written and oral communications (English) is essential.


What Desired Skills You'll Bring:

  • Professional registrations are expected in at least one field, two or more, or at least one at Fellowship level, preferred, as a demonstration of technical excellence.

  • Significant experience of national and/or international level of Subject Matter Expert (SME) representation, e.g., recognized presentations, seminars, papers etc., is advantageous.
